Even for experienced companies, the procurement of complex equipment for the railway system is not routine.
Enotrac has extensive experience in this area, from requirements analysis to implementation, and supports customers throughout the entire procurement process.

Enotrac supports railway technology customers (rolling stock, railway infrastructure, depots and workshops) with the clarification of their requirements in all areas; whether new procurements or changes and modifications resulting from requirements from higher-level concepts such as expansion or renewal.
It is important to take into account all requirements from higher-level traffic and operational concepts. For the preparation of requirement assessments, all stakeholders involved are consulted in order to obtain as complete a picture as possible. If necessary, external, independent transport planning specialists are also consulted, with whom Enotrac maintains strong partnerships.
Implementation variants appropriate to the project phase are developed, evaluated and presented to the project team or to decision-makers. In the case of extensive procurement projects, Enotrac also assesses and gives expert opinions on existing requirement assessments prepared by third parties.

Cost calculations must be prepared for procurement projects within the scope of procurement processes in the area of state contracts according to the federal law on public procurements (BöB) and the associated ordinance (VöB). Procurement can refer to a new traction vehicle fleet, the conversion of a vehicle fleet, the conversion of a workshop or an infrastructure project such as the construction of a new substation, but also the procurement of software. In the infrastructure sector, this can take place within the framework of SIA phases 32/33/41.
Enotrac supports clients with the preparation of cost calculations for procurement projects. Among other things, this enables the procurement volume to be determined, which is an important parameter for the choice of procurement procedure. A decision can hence be made between private procurement, procurement by invitation, public tender and others. A preliminary verification regarding the plausibility of the offers received in the course of the procedure can also be made on the basis of the cost calculation.
Enotrac can also prepare these calculations for interdisciplinary procurement projects, assuming the role of a coordinating hub. Enotrac also assists in the preparation of financing applications for these procurement projects.

Within the framework of procurement procedures in the public sector, companies must prepare the technical basis for the procurement of products and services. Enotrac has extensive experience in all areas of railway technology and provides its customers with valuable support in the preparation of these fundamental documents.
The aim is to determine all of the requirements of the procurement process and then to create structured technical specifications. This is often done in workshops with representatives of the customer.
Enotrac’s services:
- Conducting requirements workshops together with representatives of customers (if necessary, these are cross-divisional with stakeholders who will be affected by the procurement in the future).
- Structuring / grouping the requirements into a technical specification as well as into functional, technical, non-functional and, if necessary, requirements of peripheral systems.
- Description of technical specifications; required compatibility with standards and regulations, etc.
- Alignment with commercial and contractual part of the procurement procedure
- Ensuring BöB/VöB compatibility
- Ensuring that the offers provided by suppliers are appropriately formulated and can be readily evaluated against the requirements specification.

Enotrac supports railway technology customers in their procurement processes for new procurements or changes and modifications that arise from higher-level concept requirements (operating concepts, expansion projects, renewal projects) or in the procurement of applications. Both the management and the support of procurement processes according to procurement law are possible.
In order to be able to objectively evaluate incoming offers and ensure that they can be validated during operation, requirements must be formulated in a precise and structured manner. All relevant stakeholders are involved in this process. For the qualitative and quantitative evaluation of the offers by the procurement agency, the Enotrac experts prepare appropriate evaluation documents and schemes. The evaluation of the supplier presentations in the final stages is prepared based on this. If requested by the client, Enotrac experts also participate and provide support in these project phases. In the award phase, a recommendation is prepared based on objective evaluations of the bids.
Enotrac works with the purchasing organisation and the legal department of the procurement agency to reconcile the commercial and legal parts of the procurement process and the corresponding documentation. Clients thus receive competent support in all phases of the procurement process, from planning, taking into account legal deadlines, to requirements management and the award decision.
